 There is one plan:  to bring HIS sinful elect to redemption. 

But the sinful elect as sinners looked for redemption in the fig leaves that is, in man made redemptive efforts which continued thru all the history of man, until all solutions were shown to be compromised except Christ.

 In Abraham it was shown that family was not enough. In Moses that the law could not redeem. In Judges it was proven that men could not be trusted, or that kings and prophets could achieve redemption for HIS people as they too failed to bring redemption. As for Jewish nationalism, no redemption could be found.

Once all these were out of the way and proven to be failures for redemption, then Christ came earth to fulfill HIS promise of redemption in HIS sinful elect. No one in Christ will ever choose the serpent, a king, prophet or army for redemption of sin again. 

One plan, the redemption of the sinful elect with the extraneous fig leaf attempts of man slowly whittled away to leave only the truth of the Divine Messiah.
