Maybe Clem got this idea from Romans 8...

In the same way the Spirit also helps our weakness; for we do not know how to pray as we should, but the Spirit Himself intercedes for us with groanings too deep for words; and He who searches the hearts knows what the mind of the Spirit is, because He intercedes for the saints according to the will of God.

No temptation has overtaken you that is not common to man. God is faithful, and he will not let you be tempted beyond your ability, but with the temptation he will also provide the way of escape, that you may be able to endure it.  1 Corinthians 10:13 (ESV)

-did you catch the context?

If you read the preceding verses its all about how the people following Moses (baptized into him) screwed up in every conceivable way.  Not little mistakes-- MAJOR error.  The worst kinds of mistakes.  Paul is saying-- "don't be those guys."  They were provided in scripture as (bad) examples-- what NOT to do.  They had the Law.  The had the Law giver (Moses).  God wasn't pleased with MOST of them.  They fell to every kind of temptation (just as we do-- as common to man).  The verse is actually saying-- you can't do worse than they did.
