Isaiah 1:9 Except the LORD of hosts had left unto us a very small remnant, we should have been as Sodom, and we should have been like unto Gomorrah.
Paul cited this verse in Romans 9:29.
This verse is speaking of the remnant of Israel. The remnant that was of faith.
In Romans 9:24 and Romans 9:30 Paul is speaking of the Gentiles who also by faith are included in the remnant of Israel.

Doug, I think if you read chapter 9,10 and 11 of Romans, you will find Paul is giving you the history, present and the future of the Israel people in that order.
Yes, The remnant of Israel after WWII and Hitler was approximately 2 out of every three lived or one third died during that time.
In the second half of Daniel's 70th week (Great Tribulation, Mat 24),only one third of the Jewish people will live to receive the New Covenant and other two thirds will die, no doubt a horrible death for the wrath of Satan will be upon them.
