What in the flat model could cause this phenomenon?

If you're looking for explanations to phenomena you're going about the problem all wrong.  You've been trained and educated into a system that runs contrary to what our senses and instruments perceive and detect and so any anomaly must be explained.  Once you start doing that everything needs to be explained. Explain this, explain that, it's exhausting.

Rather than ask for explanations of the flat earth, ask for proof of the globe.  It's evidences are questionable and it's only demonstrable mathematical proof is open for interpretation.

That said, what causes storms?  No clue.  Biblically speaking there are four angels of the four winds. Take that as you will.
