People who “intentionally spread” the coronavirus can be charged under federal terrorism laws.

Because Coronavirus appears to meet the statutory definition of a ‘biological agent’… such acts potentially could implicate the Nation’s terrorism-related statutes. Threats or attempts to use COVID-19 as a weapon against Americans will not be tolerated.

On 13 March, President Donald declared a national emergency, which unlocked special powers.
Last week, Attorney General William Barr submitted a proposal that would seriously erode American civil rights. Among others, it suspends habeas corpus — the right to appear before a judge before being locked up. As a result, Barr could detain Americans indefinitely without a trial.

The proposal grants AG Barr the power to hold a citizen, "whenever the district court is fully or partially closed by virtue of any natural disaster, civil disobedience, or other emergency situation".
Because the “disobedience” or “emergency” aren’t precisely defined, Barr could hold any American, whether related to COVID-19 or not, without trial.

Article One, Section 9, clause 2 demands that "the privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it".
The previous times the US government suspended habeas corpus, all before 1950, were situations of extreme violence, during the - Civil War, Reconstruction, Philippine Commission and WW II (when Japanese Americans were interned for years without trial or due process).

Since October 2019, at the latest, Attorney General William Barr has been implementing the “pre-crime” program “National Disruption and Early Engagement Program” (DEEP), which aims to “identify, assess and engage” potentially violent individuals “before they strike”.
